Enrolment Scheme 

Effective from 1/01/2020 

The guidelines for development and operation of enrolment schemes are issued under section 11G (3) of the Education Act 1989 for the purpose of describing the basis on which the Secretary's powers in relation to enrolment schemes will be exercised. 

Home Zone 

All students who live within the home zone described below (and shown on the attached map) shall be eligible to enrol at the school. 

From the intersection of Russley Road / Johns Road (SH1) with Harewood Road;

  • South along Russley Road to Wairakei Road (including all addresses on Wairakei Road West of Russley Road and all Orchard Road addresses between Wairakei and Harewood Road) 

  • East along the North side only of Wairakei Road to Breens Road

Addresses on both sides of boundary roads are considered in-zone unless specified otherwise. 

PROOF OF RESIDENCE WITHIN THE HOME ZONE MAY BE REQUIRED

Each year, applications for enrolment in the following year from in-zone students will be sought by a date that will be published in a daily or community newspaper circulating in the area served by the school. This will enable the board to assess the number of places that can be made available to students who live outside the home zone.

Special Programme 

Kimi Ora Admission and Enrolment Guidelines Special Education Programme for Students with Intellectual Disabilities (Kimi Ora Unit) 

The school offers a programme of study for students with intellectual disabilities who comply with the following eligibility criteria. The maximum number of students that can be accommodated in the programme at any one time is 21. 

Eligible students require individualised attention because their level of literacy and/or numeracy is considerably below that of their peers and they have been verified for the On-going Resourcing Scheme (ORS). An interview will be necessary for all applicants as strong family support is an essential part of the programme.

Enrolment Procedures for enrolment in case of more applications than places available: Students who meet the criteria for enrolment in the Special Programme and live within the home zone, will be enrolled ahead of applicants from out of zone. 

If there are more applicants than places, the Board will offer places by way of a ballot. If there are more applicants in a priority group than there are places available, places must be allocated in priority order until a category is reached where the number of spaces available in that category is insufficient to accommodate the number of eligible students. Selection within that priority group must be by ballot conducted in accordance with instructions issued by the Secretary under Section 11G (1) of the Education Act 1989. 

Places will be allocated to students in the following order: 

  • Those who live within the home zone, or are already enrolled at the school 

  • Those that live within the catchment of Allenvale Special School 

  • Those who have previously attended a special school or specialised programme All other applicants 


Out of Zone Enrolments 

Each year the Board of Trustees will determine the number of places which are likely to be available in the following year for the enrolment of students who live outside the home zone. The Board will publish this information by notice in a daily or community newspaper circulating in the area served by the school. The notice will indicate how applications are to be made and will specify a date by which all applications must be received. 

Applications for enrolments will be processed in the following order of priority: 

  • First priority must be given to students who have been accepted for enrolment in the Special Programme (Kimi Ora) run by the school and approved by the Secretary for Education. . 

  • Second priority must be given to applicants who are siblings of current students. 

  • Third priority must be given to applicants who are siblings of former students. 

  • Fourth priority must be given to any applicant who is a child of a former student of the school. 

  • Fifth priority must be given to any applicant who is either a child of an employee of the board of the school or a child of a member of the board of the school. 

  • Sixth priority must be given to all other applicants. 

If there are more applicants in the second, third, fourth, fifth or sixth priority groups than there are places available, selection within the priority group will be by ballot conducted in accordance with instructions by the Secretary, under Section 11G (1) on the Education Act 1989. Parents will be informed of the date of any ballot by notice in a daily or community newspaper circulating in the area served by the school. Applicants seeking second or third priority status may be required to give proof of a sibling relationship.
